One twin was born first but the other is older – can you solve this confusing newborn riddle?

A health centre in the USA has confused its followers by posting a riddle to announce the birth of newborn twins.
Cape Cod Healthcare posted a photograph of Emily and Seth Peterson with their two bundles of joy on November 8.
In the caption they posted their “riddle of the day”, which was: “Samuel was born first, but his twin brother Ronan is older. How is that possible?”
Once the answer was revealed (scroll down for the resolution), people marvelled at the story the family had to share with their little ones.
Carrie Drayton commented: “That’s a pretty cool story to tell them when they are older! Congratulations to you and your beautiful family.”
Alyson Lucey said: “They are going to fight forever about who is older.”
Some took issue with the way the riddle was phrased, with Nicole Lynn commenting: “Except he’s not older… it’s cute, but makes 0 sense.”
Samuel was born at 1.39am. on Sunday, November 6 and by the time Ronan was born 31 minutes later, Daylight Savings Time had ended for the year and the time fell back by an hour, making Ronan’s official time of birth 1.10am.
Dad Seth admitted he “said earlier that night that they were either going to be born on two different days or the time change was going to come into play.”
A maternity nurse at Cape Cod Hospital, Deb Totten, said it was the first time she has ever seen this happen in more than 40 years of nursing.
